Mr. W.R. Taylor was the last Chairman of Beaver Regional Waste Management Authority and the first Chairman of the newly formed Beaver Regional Waste Management Services Commission (BRWMSC), established February 1992.
Mr. Taylor had the vision to understand municipal solid waste would ultimately become a valuable resource and as a retired businessman he understood completely that expansion meant survival. Through his vision and tenacity the Commission was led through a massive approval process that ultimately saw the Ryley Sanitary Landfill Class II become a remarkable success story.
Mr. Taylor entrenched the following principles, the foundation upon which the Commission rests today:

- Environmentally sound
- Regional Benefit
