Overview:

Francis Hugo has been the Principal Consultant to the Commission for over eight years, providing technical assistance, advisory services, and engineering support in all technical matters pertaining to the planning, development, approvals, and operation of the landfill and waste collection facilities.

Mr. Hugo is an environmental engineer with over 40 years of "hands-on" experience. He has a broad engineering background in a variety of environmentally related areas of municipal services, construction, project management and industrial manufacturing in both the public and private sectors. His qualifications and experience provide an optimum perspective of the technical aspects of municipal waste management, in conjunction with the environmental, public health, socio-political and economic considerations that need to be taken into account in the development and operation of waste management facilities. Throughout his career, he has developed a reputation for "making things work".

Mr. Hugo has presented a number of technical papers relating to waste management and other environmentally related matters to regional, national and international groups, including a presentation to the United Nations World Congress of Local Governments for a Sustainable Future in 1990, and is recognized nationally and internationally as an expert in municipal solid waste management. He is active in a number of both national and international technical associations and is a Past President of the Institute for Solid Wastes with the American Public Works Association.

Numerous management, technical and administrative courses and seminars in related disciplines.
